hydra-pcdm depends on deprecated activefedora-aggregations #218

The gem is not supported, and it pins the CC stack to AF 9.10.x. The aggregation associations are merged into AF 9.11.x, so hydra-pcdm should pin to active-fedora ~> 9.11
