Af 13.0.0 circle #274

This PR builds on @no-reply 's af-13.0.0 branch but updates the circle build to use ActiveFedora's solr conf using a development version of the orb that supports AF13's config location (solr/conf) and the prior location as well (solr/config). @jrgriffiniii I promoted the dev build of the orb so I made the switch here back to the released orb and bumped the gem version. I think this PR is ready for a final review now.
