https://github.com/samvera/hydra-works/tree/issues-385-jrgriffiniii-nightly-ci nearly fully resolves this, however it is currently blocked by the ability to build ImageMagick with support for JPEG2000 images:

Attempting to build this from source has not been entirely reliable, and often times is quite slow for the build:
