Configurable metadata field requirements per tenant #1480

At the tenant level, need the ability to define which fields are included in the descriptive metadata form for a work, and which fields are required, per work type. Need the ability to define available values for dropdown menus and selection lists.

Mentioned by pilots as a requirement. The current process for customizing metadata fields and forms is documented here: http://samvera.github.io/customize-metadata-model.html
