Add the ability to make file upload optional to the flip-flop feature switcher #1101

Descriptive summary

It is possible to make file upload optionional in the hyrax config (config/intitializers/hyrax.rb) and thereby remove the requirement in the UI to add a file. This would be a useful feature to add to the administrative dashboard. Low priority, but worth logging.

Rationale

I can envisage use cases where a repository has a workflow where metadata is added before files, or where metadata only records are included in the repository. Adding this to the admin dashboard will put the control into the administrators hands.

Just piling on here, but if this was configurable for specific work types, that would be amazing. Can open a new issue for that if it would be more appropriate?

@samvera/hyrax-repo-managers i'm wondering about the desirability of this on a per-work basis.

I do think we should open a new ticket, if that's desirable, since that would not be appropriate for a feature flipper.

I think a per work option would be ideal, but we don't have a use case for it currently at UNC.
