Summary

Initial setup for UTK's base manifest

• add @ to service id and type to for backwards compatibility
• make summary come from abstract, UTK doesn't use description
• add rights property
• make FileSet's label come from the title of its parent, UTK uses a Work as a FileSet for more flexible metadata
• update specs and lint
