switch from deprecated circleci orb samvera/bundle_for_gem to current samvera/bundle #386

Also will choose a more recent version of bundler, to support Rails 7.1.

OK, until we drop testing with ruby 2.5 (which, really, come on?), we can't use bundler 2.4. I think latest 2.3.x will be late enough to work with Rails 7.1, as it supports the :windows platform.
