update lease-embargoes-2.0 #199

This commit updates the lease-embargoes page in the manager guide. I have re-ordered the page so that Lease documentation is listed first, and have added important language about how leases and embargoes need to be managed manually.

i'm not sure if this is related to the other problems with travis or what, but i did notice that the build spins endlessly on the a-z index:

^That's the log on my local server. I had to kill it manually.

oh, hm, it just passed the pr check after 7min 33sec.. shrugs
