Ideas for how to implement automatic menu generator #236

Rationale: Currently the menu is hardcoded, and needs to jive with pages that have been created. It would be way better if the menu was autogenerated.

Done when:

  1. we have an actionable plan for auto generating nav menu
  2. tickets to do so.

Currently looking to re-do our nav menu using https://github.com/forestryio/jekyll-menus. So far, it appears to be a lot less overhead in maintaining the menu structure.

Discussed during 5/15 meeting, and we think this is a good way forward. Create some actionable tickets to get it done.
