Done whenL page exists explaining basics of running test.

Content should include:

How to run test suites locally.
Required dependencies.
What engine cart is doing.
- How to re-build your test app if it's corrupted.
- What you can do within your test app, i.e. rails c, rails s
About how long you expect it to take.
How to start/stop test servers with and without starting Rails
