Update the categories in Manager Guide for 2.1 #293

Descriptive summary of request

New features in 2.1 mean we need to think about the top level pages/menu - at the least maybe Admin Sets need to be under collections.

New categories are: -Configuring the Repository -Creating Works -Editing Works -Collections -Batch Operations -Leases and Embargoes

@chrisdaaz what do you think about a "known issue" list........y/n?
