Set up Google account to manage Google custom search feature. #308

Done when:

account is created (or an existing one used) that can manage the Google custom serach engine for samvera.github.io.
Designate > 1 person from the WG to manage the account.
Update google search plugin to use this new account.

NOTE: it's currently using @laritakr's personal Google account. We need it to be one that can be accessed by more than one Samvera community member.
