Should we consolidate the PR Checklist with the How to PR... page? #332

Descriptive summary of request

The PR Checklist doesn't seem to be linked from the sidebar and is very similar to the How to Submit a Pull Request page. Should we move the content from the PR Checklist to the How to... page?

Expected Document

Either:

[ ] the PR Checklist is linked from the sidebar and edited for redundancy with the How to... page or
[ ] the two pages are consolidated into a single page
