That's a problem for me too. Even worse, the porting tool DOES NOT LET ME KNOW
IT DID NOT WORK. It says:
"The project google-rec-csp has been successfully exported.
You can now visit your project on GitHub at: github.com/jeanlucbr/google-rec-csp."

On the front page of the Google Code-to-GitHub section, albeit in the "fine
print" section, we do call out that project downloads will not be transferred
to GitHub. (Though I do not know if that line was there during the initial
release of the tool or not.)
While it might be possible to convert some Google Code downloads to GitHub
releases, the two features aren't quite comparable. As my understanding is that
GitHub releases are tied to a specific commit. Also, I haven't been able to
track down the max file sizes for GitHub release binaries; but I imagine that
would be another hurdle for some projects.
Anyways, I'm going to close this as Won't Fix. I'm sorry you were surprised by
this.
As for alternatives to hosting static files on Google Code, there are many
comparable services to choose from such as Drop Box or Google Drive.
