Capture doesn't work on local files #159

1. Open an local html page
2. Click on the Screen Capture button

On a local html file, the menu shows only two items ("Visible content" and 
"Screen region") instead of the four. 

"Capture visible content" doesn't do anything.
"Capture screen region" darkens the screens waiting for user input but nothing 
is shown on screen when attempting to drag an area.

Chromium 13.0.782.215 (Developer Build 97094 Linux) Built on Debian unstable, 
running on Debian Linux 3.0.0-1-amd64 wheezy/sid

Erratum: Capture screen region works (needs to click once before click & drag, 
just like on remote sites).

But it is working, when you provide the local files through a webserver. So 
maybe there is just a missing pattern for the omnibox.

Capture whole page is not visible for local files.

Shortcuts also don't work.
