Icon only 16 colors on Windows 7 Beta #274

What steps will reproduce the problem?
1. View the standalone EXE on Windows 7
2. View the ICO file from the source code on Windows 7

What is the expected output? What do you see instead?
A 32-bit icon, a 16 color icon.

What version of the product are you using? On what operating system?
0.10.1, Windows 7 Beta.

Please provide any additional information below.
Attached some screenshots.  Oddly, when the application is running, a
better icon is displayed, but when it is not (and the application is
"pinned" to the Windows 7 task bar), it still renders in only 16 colors.

My system is a standard install of the Windows 7 Beta with Firefox,
Fireworks CS4, Inkscape, iTunes, and Adobe Reader installed...that's it.  I
have a fully functioning graphics card with drivers (NVIDIA 8800 GTS 512,
v179.43) that seems to render every other icon on my system correctly.

If you would like any help developing a full Windows Vista/Windows 7 icon
(supporting sizes up to 256x256 and colors up to 32-bit), let me know...I'd
love to contribute!  Great tool, by the way!  I love it since the XP
PowerToy has been forgotten.  :-)

I agree - great tool (thanks!), poor icon.
Easy to fix though - here are some based on the image on the speedcrunch 
website.

I've the same problem, I like the program a lot, but this little icon problem 
makes it really ugly in the windows 7 interface.

The problem remains the same in v0.11 (you can see in Issue 473 opened by 
myself).
I already have tested it in Windows 7, 8 and 8.1 and always got the same result.
