generate metadata database to avoid generating them at response time #5

generating citations at response-time takes around 11s for 5 citations, which is unacceptable

We will generate a json file with the same keys as the DNU data (which indicates decreto, titulo, capitulo and articulo), but the value will be a list with the metadata.
