Cannot use microsoft pinyin (the default chinese IME) in game EVE online

What happened?

I can't type chinese in game, either windowed or fullscreen. The candidate box of chinese character shows normally but the typed latin characters, which should be around the cursor in non-sandboxied eve online game, are empty. I tried various settings including switching to microsoft pinyin legacy from windows settings, toggling FakeAdminRights, allowing ipc path \BaseNamedObjects\[CoreUI]-PID* or switching to standard isolation sandbox but with no effect

note: the trace log is super huge so i 7zipped the log file for uploading, so the file below is a 7z of txt, not txt.
