Both prefix and suffix must be handled as opaque strings.

Fair enough, but this isn't clear to me from the documentation available to me. IIRC, the DOI makes specific reference to the "10." prefix, which is why I suggested that syntax.

The Handbook states at 3.2.2 that The directory indicator is usually 10 but other indicators may be designated as compliant by the DOI Foundation.
