Support for the Float Type Kind is currently missing #24

Note that this has been added to the Types Register but Reg-XML itself has not been ammended (yet).

Actually, thinking about this it's probably reasonable for regxmllib NOT to support float -- it should be added to the Reg-XML standard first IF we need to. There are various things supported by the Registers that are not supported by Reg-XML and maybe the Float Type Kind should be one of them.
