added check for Windows #21

Regression tests did not run for me on Windows because output file names have a "C" proceeding them. Added a check for Windows OS. @whophil this is not the cleanest solution, so feel free to modify. This seems more like an issue with the CACTUS output filename, and that this is just a workaround to get the regression tests to run,
