We probably want a PR template that includes a placeholder for what was fixed/changed and why, whether the submitter ran the unit tests on their own computer, if they evaluated the scrubber, etc.
The really important part of this template is that it should include some legalese that let's someone know that they are agreeing to our license when they submit code to be merged.
