Establish CONTRIBUTING.md document #139

The project needs a CONTRIBUTING.md document, which will provide some guidelines for contributors, and can be based on similar documents examples of which are available in various other projects extant on GitHub and based on the contributing document template we have from Sandia-based consultants.

wwitzel commented 4 years ago

@wdcraft01 made a temporary CONTRIBUTING.md for use while we are still preparing for the onslaught. He'll move the "future" version to _CONTRIBUTING_FUTURE.md. He also made a README.md to replace readme.txt.
