Versioning3 Needs pull request approved to ultimately test. #123

Needs pull request approval for final testing (should auto version only on both pull requests, and manual versioning workflow).

not sure why but it looks like new_release is not running on this... need to look into this further.

Actually, I think it is because it has not been pulled to main yet. Once it is I believe this should happen automatically, and that it will automatically version when pulls go through or commits are pushed to main/dev. Furthermore, pulling this to main should update old workflows and enable us to run new workflows. This is another thing to verify once pulled.
