Versioning #128

Updated so that setup.py and run_info.py store dynamic version info pulled from package.json so they are now ready for autoversioning.

I expect the docs build to fail based on Jasmine's observation; however, I believe we should push this through anyway. Just double check to make sure I didn't mess up the set up or runinfo files accidentally but everything should be working as expected. I tested it on my machine and the version loads as intended.
