Resolves #208:

• Adds nbstripout to dev dependencies
• Adds pre-commit hook
• Add github action to run our pre-commit hooks as a test (local test isn't currently possible/easy)
  • See https://github.com/sandialabs/pyttb/pull/279/commits/1a50093df0df1ef262ac61e306481f0a66d170b4 where I intentionally added an executed notebook to confirm test fails
