Fixed subnet capture buttons #128

The subnet captures buttons adjacent to the IPv4 label disappeared from the RunningExperiment view. Apparently, turning the buttons into Buefy buttons fixed the issue. The references to the lodash debounce function were also fixed for both the Running and Stopped experiment views.
