Add GitHub Pages Documentation #10

This PR will convert the Powerpoint documentation into an easily accessible GitHub pages hosted documentation increasing the ease of distribution and asynchronous collaboration.

@tnelson-integral could you make sure Github pages is enabled for me? or I can take care of it if I am granted elevated privileges. Completed See below
