Linting

• A pylint test Action enforces code quality and style guidelines by analyzing Python code against PEP 8 standards and other user-defined rules.
• When integrated into a GitHub Actions workflow, pylint checks for common errors such as syntax errors, undefined variables, and potential bugs.
• It also enforces consistent formatting, such as indentation and spacing, and ensures adherence to coding conventions.
• The test can fail the workflow if the code does not meet the specified standards, helping to maintain a clean and maintainable codebase.

This PR will introduce and enforce the most basic linting into the repository. Currently we have disabled the following:

• pylint: disable=too-many-statements
• pylint: disable=too-many-arguments
• pylint: disable=too-many-locals
• pylint: disable=too-many-branches

In a follow on pass to the repo we will look to address these issues with the code.
