meta group solution for adding access to projects #979

Users have requested the ability to enable access control by metagroup so that they don't have to add each metagroup member one at a time. This would mean that we have to check metagroup membership for each access. A simpler approach has been suggested, whereby we add all members of a metagroup (as individuals), then continue our current approach of checking against an individual user's membership for access control verification during operations.
