Also fixed some test for Romanian language which now hits encoder begin twice after upgrading the native dependency.

Also bumped ios, tvos, maccatalyst and android to net7.0 in order to get rid of build errors caused by https://dotnet.microsoft.com/en-us/platform/support/policy/maui
