Admin Capabilities: button sometimes doesn't show powerbox popup for first button click #1017

I navigated to the Admin Settings view, then clicked the Capabilities pill.

I clicked "Offer IpNetwork Capability", and a row appeared in the list of capabilities, but the powerbox P did not appear (nor did the success message) so I couldn't actually use the capability. As a user, I was confused.

Nothing appeared in my console, nor in the server log, so I'm not sure what's happening here.

I should add that clicking the button a second time provided success. Unclear why/how though.
