May be out of scope. The RD PowerShell provider supports this functionality.

Includes the following APIs:
- WTSCreateListener
- WTSEnumerateListeners
- WTSGetListenerSecurity
- WTSQueryListenerConfig
- WTSSetListenerSecurity
