User story
As a user of the scRNA Core Cell Extraction pipeline, if my cell counting results are bad, I would like to do further counting on more wells from the plate, to try to determine the reason for the bad results (bad samples, isolation failed, or cell counting failed). I would like the LIMS to select the wells and generate the driver file, to avoid user error.

Acceptance criteria
To be considered successful the solution must allow:
[x] ~4 wells are selected~ Second wells of all vac tubes are selected.
[x] ~The wells must not have already had cell counting performed on them (can check qc_results table)~ Second wells of all vac tubes are selected; no need to check qc_results table.
[x] ~If possible, the wells should be from different original vac tubes (sample_metadatasupplier_name) to those previously counted~ Second wells of all vac tubes (sample_metadatasupplier_name) are selected.
[x] Hamilton driver csv file produced with columns plate barcode, well position, sample supplier_name, plate_barcode:well_position and sample name, as in other files in linked story. [Well name, i.e. plate_barcode:well_position comes after the sample name]
UAT Updates
[x] Download button: Download Cellaca SECOND Count CSV
[x] Filename: plate ID at the start, e.g. SQPD-12345_hamilton_lrc_pbmc_bank_to_cellaca_second_count.csv

Additional context
This is an edge case and was therefore split out of the main story https://github.com/sanger/limber/issues/1653
There is a manual workaround - the file can be manually created / adapted from the 'all wells' file - but there is a risk of user error. The highest risk is that a user selects a well that has been previously selected for cell counting, meaning there is no longer sufficient material in the well for it to continue down the pipeline.
