DPL-971 Create 007c version of 'Bespoke Chromium 5 prime' pipelines (Limber)

Changes proposed in this pull request

First attempt at duplicating the pipeline

• moved existing aggregation and library prep pipeline and purpose config into their own files, to follow existing convention of a new file for each part of the pipeline
• add the rest of the library prep pipeline - pipeline and purpose config
• copied the options for the purpose config from config/pipelines/bespoke_chromium_5p.yml
• update some comments
