Description As a developer I would like to identify the best way to handle submissions (and requests) for the BGE pipeline. There is a proposal in the Lucid chart linked below about how to handle the BGE pipeline(s) in Limber.

In this story you should create a primitive version of this pipeline, by skipping out most purposes and just using branching points / charge and pass points, and see if the current approach is valid. This means the requests behave correctly and both branches can be charged and passed without interfering with the other.
