User story GPL-497 | As heron stakeholders (Naomi P & David J) we would like a new library type Sanger_artic_v3_96 to track the protocol in use starting on the 26th May.

• Note we are not sprinting so during a global pandemic section 1 does not apply.
• The new library type should be called Sanger_artic_v3_96

Additional context Q. Do we assume this should be associated with the Heron request types (It will also be available for library manifests) NB Need to check if work started on the Tuesday has been recorded under current Sanger_artic_v2?_96
