Eclipse can't recognize the GAE plugins. #245

I installed the Eclipse 4.3.1 and follow the GAE plugins installation on the 
page:
https://developers.google.com/eclipse/docs/install-eclipse-4.3

After I installed them and restart the Eclipse. It did has a menu to create the 
GAE
project, but when I created the project, I find there is a error for the GAE,
the eclipse seems can't initialize the App engine libs, and it always report 
can't recognize the version of GAE even I try to set the correct gae plugin for 
Eclipse,so it can't compile the GAE application in a right way. 

And I try for several times, there is always the same problem. 
How can I solve it? Or is this a bug for Eclipse GAE plugin?

And I try to use Java, The OS I used is the Windows Vista Home Edition.
JDK is 1.7.xx.
Any other information could affect the Eclipse, please tell me , thanks.

Could you let us know what you're seeing in the Error Log (Window -> Show View 
-> Error Log) whenever you try and add the App Engine 1.8.5 SDK?
