Updating plugin removes old gwt sdks #279

What steps will reproduce the problem?
1.  Have an old version of the plugin installed with an old version of gwt sdk, 
ie 2.5.1
2. Upgrade through eclispe - check for updates

What is the expected output? 

Plugin updates, all installed sdks remain present and able to be used. Leaving 
the default sdk that was there before install as the current default sdk.

What do you see instead?

Old sdk is partially removed, leaving files in the plugin directory, but 
leaving the sdk unusable, but using hdd space.

What version of the product are you using? 
Eclipse Version: Kepler Service Release 2 Build id: 20140224-0627   
Google Plugin for Eclipse 4.3   3.5.1.v201312301723-rel-r43 

On what operating system?

Windows 7

Do you remember what the version was of the old SDK that was removed? 

Also, when you say "partially removed", can you say what was actually removed 
(and what remained)?

sdk old version Version was 2.5.1.

With GPE update on 7/2/14 (v: 3.6.0.v201406262229-rel-r43), sdk Version 2.5.1 
was again removed by the plugin upgrade.  The remaining folder was:

eclipse-kepler\plugins\com.google.gwt.eclipse.sdkbundle_2.5.1\gwt-2.5.1

The only file remaining was the gwt-dev.jar.
