Taken from the original feature/bug issue. Text as follows:

faster pilot tracking, anoikis thinks i logged off in a jsig thats actually 3 holes away from where i did log off. and since i've not logged into eve yet it retains that location in its login screen. ( it tells me i'm in X when i know i'm somewhere else )

A couple things with this.

The API only updates this information every 5 seconds
The system queues up background jobs every 5 seconds to pull locations
