In DHCP environment, TURN server must wait for the IP address to be configured. #101

Using TURN server on a DHCP-configured system is an unusual variant, but some 
people are doing that. In such environments there is a problem: the TURN server 
starts before the IP are configured. It has to wait a minute for the IP 
configuration completion. Also, it must put out a warning if the turnserver is 
started without explicit IP addresses configured.
