Hey Graham, windows mod_wsgi cannot be downloaded...plz upload file here... #315

Windows binaries are available on the separate site:

http://www.lfd.uci.edu/~gohlke/pythonlibs/#mod_wsgi

They are appear to be having a transient issue with the site, something there 
is not much I can do about.

I will no longer be attempting to host Windows binaries as I don't have access 
to the Windows software required to build all the different versions and do not 
have time to anyway.

You will need to wait until the third party site comes back.
