propagation of errors in USANS reduction #324

is there a need for USANS to use the Poisson errors for low count data as done in SANS?

Is error propagation done at all in USANS - if not, find out all of the sources of error in the flow of data, and implement it.

i'll add a comment here to remind myself to look into this. This is certainly important to verify. I suspect that I've already done this, but verify.
