Last bin missing in annular average #672

it has been reported that the "last" bin in an angular average is missing from the data. noted in VSANS, using step of 6 degrees. Last bin in file was 348, should be 354.

need to investigate in VSANS w/ different step sizes, and verify in SANS as well (is VSANS new code?)

issue was in VSANS code only, not in SANS code. fix has been made and will be part of next (8.05) release
