SANS Resolution - Incomplete Gamma calculation #679

Bug in the calculation of the incomplete gamma function in the SANS resolution calculation.

No effect on the q-values (or mean q). Slight effect (< 1%) on the Sigma-q value for the resolution function

this has been corrected and will be part of the 8.05 release

there was no error with the gamma function calculation. there was, however, an extra factor of two in a different location that has been corrected. a VERY minor correction that has little to no impact on data. the math is now correct as it should be.
