I cannot duplicate the problem you mention.
The picture shows the list-0.2.html display with headword 'deva' from PWG. When the link for Rv (shown in yellow) is clicked, the pwgauth.html opens correctly.

As I understand it, you are thinking that

Nothing opens in my case.. I am on Version 49.0.2623.75 (64-bit) of chrome on ubuntu.

@vvasuki Try opening developer tools, and seeing if console messages give a clue.
Also, This could be a pop-up window issue - Browser settings might be inhibiting popup window.
I have a linux box with 'elementary OS 0.4 Loki' (an Ubuntu offshoot, I think). In using the default 'Epiphany' browser, the links in list-0.2.html work just fine; the only difference from Chrome on Windows 10 is that the window comes up in a new tab, rather than a new window.

http://www.sanskrit-lexicon.uni-koeln.de/scans/awork/apidev/sample/list-0.2.html has a CSS file even more outdated than http://www.sanskrit-lexicon.uni-koeln.de/scans/PWGScan/2013/web/webtc/indexcaller.php has. Let's start, what I miss in APIDEV CSS file (and whas is already in main.css):
1) Old Standard font is something that was widely used in all known Sanskrit dictionaries by end of 19 century.

Fixable, or no clue?
