Cronjob via Github Actions #358

Github Actions provide a variety of options for CI/CD which can be triggerred on various github actions like push, pull, issue creation etc. So ideally the stardict and json regeneration should be triggerred by Github Actions. Then it would become truly automatic.

It has a learning curve. So not venturing inyo it right now. Noting this as a reminder for future.
