In this case, the printed text uses capitalized Roman numerals as divisions; according to pw.txt, this only occurs in the 'sac' headword, and in no other headword. Examining the print, it appears to be of higher precendence.
The division needs to be identified as something other than 1 (numbers), or 2(lower case Latin letters) or 3 (greek letters).
So, I called it '4'. Perhaps it could be called '0', but I happened to choose '4'.
Since it occurs only in sac, no need to make a change, IMHO.
Usually the indentation is div 1, 2, 3. But with div 4, the order is 4, 1, 2, 3. There seems to be some error in logic. @funderburkjim
