Generally, it would be desireable to put the new record close to the parent. But in this case, there are several entries (L-numbers) for 'dUta', and just after this are several compounds of dUta:
<L>94865<pc>489,2<k1>dU<k2>dU<h>3<e>1
<L>94866<pc>489,2<k1>dUta<k2>dUta/<e>1
<L>94867<pc>489,2<k1>dUtI<k2>dUtI<e>1B
<L>94868<pc>489,2<k1>dUtI<k2>dUtI<e>1B
<L>94869<pc>489,2<k1>dUtI<k2>dUtI<e>1B
<L>94870<pc>489,2<k1>dUtakarman<k2>dUta/—karman<e>3
If we put dUtaya between 94869 and 94870, then we would be separating the compounds of dUta (dUtakarman, etc.) from dUta. This seems undesireable.
So let's put dUtaya just before dUta, i.e. between 94865 and 94866. This explains the choice of 94865.6 for dUtaya.

Would love to see it in a more general readme - what to do if we detect a new word, because it's a good sample.
I could copy this somewhere else. Where do you suggest for the readme?
One option would be to add such general topics in the 'csl-doc' repository, although this repository up to now is mainly for the 'Front matter' link.
In comparing PW verbs with MW, it was noticed that 6 verbs in PW were mentioned in parenthetical comments within a headword of MW. The first example came from 'dUtay' in PW; there appears 'dUtaya' in MW, in a parenthetical comment under 'dUta'.
For the purpose of matching PW headwords with those of MW, it would be nice to have 'dUtaya' as a new headword in MW.
Long ago, at Peter Scharf's suggestion, we developed a markup system whereby such parenthetical headwords can be entered as new headwords in MW.
Currently there are 2363 such parenthetical headwords.
This issue explains in detail how dUtaya is added as a parenthetical headword within the digitization. And, below, the other 5 new parenthetical headwords are mentioned.
