Add toggle off capabilities to backround processes

What steps will reproduce the problem?
1. Install NPR News App.
2. reboot system.
3. two background processes are running (FOrdSync, and another one related to 
NPR)

What is the expected output?
background processes only run if: 1. I use the application; 2: in a 
hypothetical toggle button, I select it to do so.

What do you see instead?
NPR uses CPU even when not in use and never been used. I don't use FordSync, 
and there is no way to disable it.

What version of the product are you using? On what operating system?
Using version 2.4.1 on Android 4.2.2 (Nexus 4)
